PluginManager/PROAPIAccessing.h not found

So this is happening again. I reinstalled the FxPlug SDK and my Aperture plugin still isn't finding PluginManager framework, even though it's sitting in /Library/Frameworks, with headers and everything. Worked a few months ago. 

What gives?
