Andy,
Regarding the missing option of formatting text in the XML have a look at my XTI (http://www.spherico.com/filmtools/TitleExchange/XTI/index.html).
I use notes for the text with style notes, so you at least can search for them and "batch set up" some parameters -- not even even close to perfect, but at least a good help.
In the old days I had good fight with Apple to implement the TOC feature into the Apple Event XML query -- it's a pain that both Apple Events and a real parameter based XML are lost. I did send a feature request to Apple almost the same day the XML import/export showed up in FCPX.
Regarding the Events create a new empty Event and use this with your XMLs.
