I don't believe FCP will do that with multi track QTs, but you could work around it fairly easily by making four separate movies and an fcpxml (the old format if you want to stay in fcp7) wrapper that makes a multiclip out of them.
Fcp7 and QuickTime are both no longer in development, so you better hurry!

I hope this is the right place for placing a question. I developed a QT
importer
for custom file format that supportd multicamera. I create a moov with 4
video tracks, 1 audio track (with 4 channells) and 4 timecode tracks. All
works fine on QuickTime. I can import it in fcp7 but only last video track
is displayed in the view and only last video track is added to timeline if
I drag the clip into. Using Tools -> Analyze Movie ->Clip it display
correctly all tracks (that is 4 video track, 4 timecode track and 4 audio
tracks). Quicktime display correctly tracks (obviously I should enable one
track at a time in order to display it, otherwise display last selected).
The question is : Can fcp7 import 4 video track in a single clip ?
