Snow Leopard has moved some frequently used applications to new locations and/or to access them in a different manner. One example is the "Directory Utility."
It used to be located in:
/Applications/Utilities/Directory Utility.app
but is now has moved to:
/System/Library/CoreServices/Directory Utility.app
Why? The new way to bind a Mac to a directory in Snow Leopard is now done via the "Accounts" Systems Preference under "Login Options." A much cleaner way and there is now a button to call up Directory Utility if needed.

Snow Leopard: What's gone where
When you first take a look around OS X 10.6 (Snow Leopard), you might think Apple has done away with some of OS X 10.5’s applications and utilities. What, for instance, happened to the Exposé application? It used to be in the Applications folder. Is it really gone?
Fear not: Exposé and some other seemingly-missing programs are still around—they’ve just found new homes in Snow Leopard. Here’s a guide to what’s gone where.
