Not a dumb question at all, and this is the place to ask. VNC is a cross-platform protocol with a few good options for both Mac OS X and Windows. If you're using a Windows machine and need to VNC into a Mac, you can use RealVNC, TightVNC, etc. If you're using Mac OS X and need access to another Mac, VNC access is built in via the Screen Sharing application (/System/Library/CoreServices/Screen Sharing.app).
To open up a Mac OS X client for remote access to it, go to System Preferences -> Sharing. Highlight "Remote Management," and you don't necessarily need to check the box. You'll see an Computer Settings button on the right.
