Hi David,
When you created your Windows image, did you see all of the "other" files that got created in there? Outside of the .ntfs or .gz image created, there's a boot strap file, a .ini file, etc. I've seen re-imaging work without those, but only a few times. I'm not pulling those files out anymore, as I saw Windows imaging suddenly work again when putting all of them back where they belong. I'm sure somebody out there has a handy screen shot of those files.
