Just one audio track allowed, and you can import audio files. However, you can't add audio from a voiceover right on the phone (and on the fly), according to the below KBase screen shots. You'd have to record audio, sync to iTunes, and then sync it back to have it in the Library to choose from.
Somebody with an iPhone 4, please feel free to correct me if I'm wrong on that one.
