Hey Dan,
I've done a little digging around on this issue because we've never been able to use distribution/contact groups since the release of the iPhone.
As far as I know, there isn't a native solution to getting the groups from Outlook to iOS devices over activesync using an Exchange server. If anyone has done it, let us know!
There are some cludgy ways to get around this but they're not pretty (for example, create one contact and copy/paste each email in comma delimited format into the one email address field or sending an email to the entire group (including yourself) and saving that as a draft "template").
There are also 3rd party apps out there (no big surprise). I list these with no personal experience with them:
