As if this year, we use the Apple ID (2) for new hardware

Registering Apple hardware.
How does your school or facility register your Apple computers?
We have 80 different buildings. Elementary, Middle, High School, Maintenance buildings and Special Education buildings.
We are site based, so it seems no two buildings run the same software.
Some buildings have different departments that will not even share resources within the building.
We started out providing Apple ID’s, 2 for Elementary, 6 for Middle and 10 for High Schools .
We refer to one as an iTunes account for hardware and free apps and a VPP account for purchases.
Some buildings have additional VPP accounts for different departments within the building. (Math, Science, English departments)
Because of this, we now have about 400 emails we have to maintain for these buildings.
We are wondering if there might be a better way of doing this.
How does your School do it?
Thank You
Misty and Ken
