I am seeing some inconsistencies here. On some iPads there are 2 profiles: Supervision Profile and Annex (which is one that I know I setup), others just have Annex. The Supervision Profile shows the signing certificate and certificate, while Annex shows signing certificate, password policy, restrictions, and Wi-Fi networks.

When I look in Configurator v1.2, I am not seeing an option to turn off the password policy.
