I would agree that Apple Configurator is not where it needs to be. I have struggled with it getting to do what needs to be done. But as someone on this group mentioned to me, it is a 1.x version, and as the product matures, hopefully it will be a better product.
I know Corey and Michael have done what they can to help us use Configurator - and thanks to them for this.

The VPP support has the ability to deactivate a code and re-issue a new one. I have had them do this once… I do not know, for sure, the circumstances under which they will do this. I would guess theft or breakage would be one of them. I hope to not find out

If you purchase and distribute apps through the vpp program, my understanding is that you have that license forever. When folks accidentally delete the app, I have been able to easily restore it because it recognizes the serial number of the machine.
My question revolves around the loss of a machine. I had to replace one of the ipads recently so now I have a new serial number. How am I still able to retain the licenses I purchased and put them on this replacement machine?

Can you plug that device into Apple Configurator and unsupervise? That will redeem the code associated to the device and you can use it again. If it is a total loss device then my understanding is that you have lost that code.
