I have had this same issue. I had to download the apps from the purchased items in the iTunes store.
I am having a heck of a time redeeming codes through Configurator. My steps are:
- In iTunes I select redeem and insert one of my codes.
- I add the App to Configurator.
- In Configurator I import the spreadsheet.
- Configurator says I have six copies.
- In supervise mode I add the App to six iPads.
- The 6th iPad says "No more redemption codes are available. You have already redeemed this code. Check your purchases page in the iTunes Store for previous redemptions.
- In Configurator it shows '1' beside the App.
What am I supposed to do? This has happened with every App I have purchased and installed with Configurator.
