For Mike Hartman:
I have changed the settings in the supervise section. When I try not to update the iOS, apps won't be added. When I try to update the iOS, all docs and photos are deleted.

Also, in the Prepare and Supervise tabs, change your settings accordingly in the 'Update iOS' drop menus. If your iPads were at 7.0.3, the default option is to automatically update the iOS thus wiping the iPad clean. If it's still doing it while at 7.0.4 and all of the fore mentioned settings are correct, then it's possible that 7.0.4 broke something in Configurator.
