The only way you can block ITunes Radio at this time is at your router/firewall. There’s no way to shut it off in the restrictions, either on the device itself or in Configurator. In a post in the Apple Communities, it was claimed that you can stop iTunes Radio block the following two URLs:
streamingaudio.itunes.apple.com
radio.itunes.apple.com
I haven’t tested this myself to see if that’s correct, but it appears to be the only possibility at present.
