Generally that means that the app developer no longer has the full version available as a separate app. If the update is only available as an in-app purchase you are stuck. This is a major issue with the VPP
program that developers are currently ignoring. (Apple is guilty of this as well with Garage Band)
The only recourse is to contact the app developer and request that they release a full version for the VPP program.

I want to ‘buy’ the app SloPro for my 5 first grade teachers. However, a spreadsheet is not generated as this app is free in the VPP, and I must distribute them with an MDM. I just want these 5 teachers to have this app, but if they go
on the iTunes store and get it they don’t have all the perks included with the paid version, which they would have to buy.
How do I get these apps on these 5 iPads?
