Great question Cat,

Yes, if the iCloud backup is captured on a device that is enrolled via DEP with wireless supervision, then restoring that backup to another device will retain DEP enrollment settings and wireless supervision. 

No announcements yet for warranty replacements supporting DEP. I will provide an update as soon as I am able.

Any news about the ipads that are not enrolling because they were exchanged at the Apple store?

Make sure to read the section for "Restoring user data after moving into the Device Enrollment Program". This details the functionality with restoring a backup that was captured on a non-DEP device to a DEP device (this removes DEP in the process).
