My name is Jon from the Apple Volume Purchasing Program Support Team and I hope this email finds you well. It is my understanding that you are inquiring about in-app purchases with VPP. I can help.
Thank you for writing in. In the Volume Purchase Program, in-app purchases are not supported at this time. For questions regarding in-app purchases with a specific app, you can try to reach out to the app's developer via their support site. You can locate the app's support site in iTunes under the app's description. We have had many cases in the past where developers may put "deluxe" or "full" versions of their content on the iTunes Store to make it compatible with the Volume Purchase Program.

My guess is that you had a cached DNS entry on one machine, so it bypassed the DNS server. Could be something else, though!

We have no experience purchasing or deploying through configurator in app upgrades. No response yet from VPP support. Any advice on doing it cheaply and efficiently.
Our specific app is Verb Trainer https://itunes.apple.com/us/app/spanish-verb-conjugation-trainer/id355913255?mt=8 .
