To Geoff, thanks for the info. I am looking at abandoning Configurator all together and using air-watch for management. The time lost on Configurator due to it's inconsistency is ridiculous.

The issue is cost. Simply put, purchasing Airwatch licenses (I think they
have a general educational package at around $13/device/year) and using
MDM is cheaper than using the free configurator. Much cheaper. From my
experience, and from what I’ve read from others, the FTE requirements
outweigh the cost of the MDM licenses (and the FTE requirements for MDM
are very low).

Who should consider using Configurator? - A group that has zero funding
and enough free time to learn and use Configurator. Unfortunately, the
issue is that there are many groups with zero funding (for purchasing MDM
licenses) and zero free time.

For those groups (zero funding and zero time to deal with configurator) I
would recommend they investigate Cisco’s Meraki solution. I think their
base version is free and seems to be well liked by people that need just
basic MDM features (as an example, I do not believe it has Active
Directory integration).

For a group that needs more features than Meraki, but cannot afford
Airwatch, I would recommend checking out IBM’s MaaS360 MDM solution. It
is materially cheaper than Airwatch, but very full featured (it lacked one
or two critical features that our colleges thought were a requirement).

That said, I do know that there are many educational institutions that
have been using configurator for long periods of time successfully.
However, I do not think that came without a substantial investment in time
and effort.

Just my opinion.
