I am aware of folks like, Cliff, Ben, and Geoff, whose organizations are using MDM to manage apps on shared use devices, avoiding Configurator. This typically amounts to configuring the iPads according to Apple’s 1 to 1 best practices, found here starting on page 1:
The challenges of this deployment are individual device setup: each device should have an individual Apple ID signed into it during an manual completion of the setup assistant, each device needs to be supervised by MDM (requires DEP), each device should have an individual directory user in MDM to assign apps to, and each user will be required to complete a VPP invitation acceptance on the device (which requires manual Apple ID authentication). Once these requirements are met, an admin is able to silently install apps *for a time* - manual Apple ID authentication will be required on each device at some point during the school year.
Basically, using MDM to install apps to shared use devices is wireless and may not require device interaction, but the setup requires individual account creation per device, and touching each device.

I can either push Apps directly to the iPads or make them available for the end user to download from a self service app that is installed on all managed iPads. At the start o the school year I pushed out 25 apps to one group of teachers in just a few hours. Casper interfaces with Apple's Device Enrollment Program and Volume Purchasing Program so it can push out apps to your users' iPads then revoke the app and reuse the licenses of paid apps when you retire a device or an employee leaves.
They charge per seat, but only for the current number of devices under management, so when you retire devices you no longer pay for a seat for that device.
