Note that Apple Configurator 2 can remove a passcode from a locked device. See “Save An Unlock Token” in the AC2 help:

You can send a configuration profile out that makes it so you can't set or
change the passcode.  Who do you use for an MDM?  JAMF has an app, Casper
Focus, that allows the teacher to remove the passcode from the students
iPads in their class.  They can also use Casper Focus to lock the students
into one app.

You can also us a usb to ethernet, powered usb hub, and lightning to usb
adapter to get the iPad connected to internet when wifi is off or not
connecting.
