Hi Zach,
My understanding is Cisco VOIP uses DHCP option 150 for TFTP, to specifiy a
location for firmware updates.
I’ve not played with Cisco VOIP myself, but if it is possible to use Apple’s
Server app to do this, you might check out:

Which suggest modification of /etc/bootpd.plist to provide options not found in
the Server UI.
