Wow...
Manually opening a file fixed the display. It was stuck in the top region
of the ProjectBuilder without anywhere to grab the window splitter
control. Once I opened a file, the splitter was visible in the very top
of the workspace. Moving it down revealed the ProjectBuilder navigation
area.
