figure out where the launcher preferences are in the project builder.
Project Builder has extensive help that's accessible from its Help
menu. Since a launch argument is going to be used when running an app,
it makes sense that the "Building and Running" section might be a good
place to look. In that section, there's only one section about running
an app: "Choosing How to Run a Product". In that section, there's a
"Setting Command-Line Arguments" section.
Project Builder is big and complex, but there is extensive help that's
easily available and that someone spent a considerable effort writing.
Every PB user should become familiar with this help before asking for
other types of help.
