Both are accurate.

All I really want to do is make a Java program with a Mac and does not need a database. Is this possible using this product or do I need to use JBuilder?

Project Builder under Mac OS X supports building Java AWT, JNI, and Swing applications as well as Java command-line utilities (i.e., no GUI). WebObjects isn't required for any of these.
