This has been my experience doing development with WO 5.2 on OSX Server 10.2.6:

I have both ProjectBuilder and XCode preview installed.
I am fully able to develop a WO app using PB, WOBuilder and EOModeler.
I am experimenting with XCode to build Cocoa apps.
Everything coexists nicely.

Maybe, but it *will* break WebObjects 5.2.1, if that's your concern. Search
for "WebObjects Xcode" at <http://www.info.apple.com>.
