only get my partial build when specifying DSTROOT?

When I build specifying DSTROOT:
pbxbuild install -buildstyle Deployment DSTROOT=/tmp

I seem to only get a partial build. For example, my executable is
missing. My MacOSClasspath.txt is missing, etc. In fact, the only thing I
have is a Contents directory inside my .woa dir, and inside of that is
only two files (Info.plist and PkgInfo). There's no executable, no
Resources, nothing...

What can I do to get a proper build without having to install to
/Library/WebObjects/Applications ?
