take a look at Gallery. This is a php-based full-featured
image-database that is freely available.
i wa quite impressed with it. it uses php, is easy to install, highly
customizable and it also features very simple and powerful user
managemant. with a little bit (i mean it, you don't need to be able to
program php, just read code) it's very easy to adjust it to your
companies needs.

offline but i'm sure it comes back soon)

I'm also a professional wo-developer and i agree with Cyril Godefrey,
that programing your own is not the best (neither cheapest, nor fastest
) way to accomplish this, even though i estimate the costs for
developing such an application at a much lower level.
