Hi,
What you need to manage your CVS repository is CVL, a freewere by
sen:te. Look for it at http://www.sente.ch/software/cvl/. It does
manages packages much better than Xcode.

Any files inside packages like .eomodel and .wo don't get updated at
all.
Any changes made to files inside one of those special directories are
ignored and can't be commited to the repository.
