Installing WO 5.2.2 on OS X 10.3

I ran into a problem recently, and I'm wondering if I'm just
misunderstanding something. As I understand it, a license for
WebObjects Development comes with OS X Server 10.3. WebObjects itself
doesn't actually come on the Installation CDs, though. To install it, I
downloaded WO 5.2 from the Apple Developer Web site, then upgraded to
5.2.2.
The problem - the WO 5.2 installer asks for a license key, but it
doesn't recognize the OS X Server 10.3 license as a valid license
number. I had to put in the old license number I had from OS X Server
10.2.
Am I missing something here? How does someone who purchases a brand-new
version of OS X Server 10.3 install a WebObjects Development license?
Or am I wrong about WO Development coming with OS X Server?
