In PB, with my main target selected (not Application server or Web Server),
CMD-OPT-E to edit target, Pure-java specific, Additional VM Options -- I add
"-Xmx100m"; clean all targets, build & run.


...My additional VM argument isn't there.  It's also not in the ~.woa/
command file.
