If I simply try to open a project builder project, I get

at com.webobjects._bootstrap.WOBootstrap.main(WOBootstrap.java:68)
NPRCResources has exited with status 1.

If I try to 'Import Project' it won't recognize any files within my
project.
Where is the documentation for how to migrate to latest version of WO
on Panther? I have looked somewhat to no avail. Or are there a couple
a small steps I am missing to make things work?
