	Minimal question, minimal answer:

NSTimestamp timestamp = new NSTimestamp(year, month, day, hour, minute, seconds, timezone);
EOQualifier qualifier = EOQualifier.qualifierWithQualifierFormat("time <= %@", new NSArray(timestamp));
