I had this same problem on the same platform (XP Pro) and learned how to get everything that WebObjects owns out of the registry and off of the computer to be able to re-install as if from new.
Get yourself something like RegCrawler 4.01 and you can name all of webObjects tools or extensions and it will list everything with that extension and tell you who owns it in the computer, what third party it belongs to, where it is... everthing that you'll need to know... whether it is locked by the system, the user,... all sorts.

Whaen i had t take out WebObjects the first time around it was because i put ver 7 of OpenBase in with 5.1.3 but something was not working properly (can't remember what) and had to take it out again. That's when i came unstuck and documented what I needed to do to get WebObjects out of the system properly. without RegCrawler it is an involved process, I've done it that way, but with it, it easy.
I've just got to the link and the current version is RegCrawler 4.5

As always when dealing with this sort of stuff make sure you ar fully backed up. In XP Pro see to it that you have an up to date restore point. They have saved me twice from a serious trash of my registry and i got the whole computer back running just as if nothing had gone wrong with it.
Need any more help just hoola
