There are lots of other tools available for developing pure Java Swing applications and applets. Apple doesn't need to expend valuable development resources to recreate them.

You might want to consider NetBeans (http://www.netbeans.org/download/release341/night/build200301202341/ release341-build-macosx.html) or JBuilder(www.borland.com).

NetBeans is completely free and is actually owned by Sun. JBuilder has a free demo available.

It seems ironic that a system which lets you design complicated layouts easily in other areas, has nothing for the graphic rich version of Java.
