Folks have mentioned that this is because jdb is not set as the default

I'm taking this back. This seems to be a WO5.2 issue, not a PBX Dec 2002
issue (I've replicated it on the July tools). For details on this, see my
posting titled "[5.2] Development Instances broken?"
Apparently wotaskd gets confused and isn't correctly handling development
instances registering themselves. My current work-around is to kill off
wotaskd, let javawoservices restart it and then launch the development
instance.
