Yes I installed the deployment package. I even had both deployment machines running together each with an instance and running monitor on the windows machine was able to control the instance on the other machine so I don't have any indications that the installation failed.

I feel as though there is something else that needs to be migrated from the development machine to the deployment that I don't know about.

I'm no deployment expert, but I didn't see any mention of your installation of WebObjects Deployment on your Win2K Server. You did do that, right?
