You don't need WO development installed on the windows box. You just
need to install WO deployment framework (should be on one of your WO
installation CDs).
If you compile the project on a mac it should be executable on the
windows box. Open up the compiled application package (.woa) file and
if you look through the directories/scripts, you'll find a run script
for windows.
Deployment for windows is exactly the same as deployment on mac/unix -
you use the JavaMonitor application. Installation of WO deployment on
windows will probably be different but there should be in depth
documentation somewhere on the installation CD.

I've tried pulling the project directory and opening it with
ProjectBuilder
on the PC, but the directory/file structure is not recognized by PB.
Also,
I've tried using various command-line tools, like "pbxbuild," however,

do not seem to exist.
I've read the manual, but it has no mention of deploying on a Windows
box.
