Development Deployment

I want to use a workstation running OS X (not server) to test a web
site using WO. WO Development is installed on the workstation. Do I
need to install WO Deployment as well, or is it sufficient to make sure
my WO apps are not defaulting to Direct Action? (Performance is not an
issue.)
