Multi-threading WO Apps Problem (Servlet and WOApp)

We have deployed our WO app as a servlet running under JRun 4.0 and have noticed that it does not seem to be running in a multi-threaded fashion. I have tried setting WOAllowsConcurrentRequestHandling=true and I have a deployment license key installed on the box that did the servlet build. I can't seem to get more than a single concurrent user running against the app either as a WOApp deployed thru monitor or as a servlet.

My other servlet (non WO) based apps behave properly.

Any thoughts would be appreciated.
