Good morning!  Another question for your friendly neighborhood newbie...

I am coming from a Microsoft platform.  I would like to create a service or
application to run in the background and parse text files.  Could someone
point me in the right direction as to what to use?  Cocoa?  Carbon?  I'm not
sure where to begin.
