Many pages or one page?

Hello!
I want to make some project with many pages which must be going one by
one
(clicking Next, or Submit...).
What is the best choice:
1) make one component with many WOConditionals (at least one for one
"virtual" page's contents) or
2) make many components (one for each "virtual" page)?
Please, give me advise...
Also. can I embed one WOComponent (like top of the page with menus)
into others?
