Do you use direct actions?  I seem to recall something about direct
actions perhaps getting through the 'refuse new instances' setting. That
would be a bug, yes.

But I don't use the graceful restart feature myself, so I'm not sure, I
just seem to remember discussion on the list about bugs in it.
