I wrote an application like that. Just start with a WOFrameset and put in some WOFrames, one for each frame and set the value binding in the WOFrame to the WOComponent you wish to see. It's quite easy and displays well. Of course, you have the other usual bindings offered for other ways of loading the components.
As it happens, our organization (York University) has decided to move away from frames and so if I had to do it again, I'd use tables for the displays rather than frames but this is a presentation issue not a technical one.
