problem connecting to Oracle

Hi all,



I have a JDBC connection with the following settings



Username: csc

Password: csc

URL: jdbc:oracle:thin:@localhost:1521:ORCL","csc","csc"



Driver: oracle.jdbc.driver.OracleDriver

Plugin: blank



I get the following error when I click OK



Io exception: Connection
refused(DESCRIPTION=(TMP=)(VSNNUM=153092352)(ERR=12505)(ERROR_STACK=(ERROR=(
CODE=12505)(EMFI=4))))



Any idea what is causing this. I am trying to connect to Oracle 9.
