CSS calling background images in a web application

Hello,
I've got an external stylesheet for my web application, I know how to call the file, but in this file there is also definitions for background images for cells, list items, etc
So how should I do to make these items work? (like where to put the file, and how to make sure it finds it at run time)
Is this going to be tricky at deployment time?

PS: I've got pretty much the same question for an external javascript file which should preload images...
