I just checked one of my work areas that includes an eomodeld file package. The eomodeld~ file package includes a CVS directory yet the eomodeld~ file package isn't included in the repository and is ignored during checkins. I don't have a ~/.cvsignore or a .cvsignore in the work area directory. The only cvsignore is in my repository.


Check file:///Developer/Documentation/DeveloperTools/cvs/cvs_167.html#SEC170 for the way cvsignore is implemented. "*~" is included by default by CVS. But a '!' clears the ignore list, so maybe that's what's happening in your situation.
