Simple request about localization

Hi, I've done a localized web app, but if I request the page without any language (for exemple, I use the Omnigraffle 5 beta, without the "request web page..." checked), I don't get all the content of the page, only a couple of the items are displayed.... So I think I have to clearly state which language is the default one, but I don't know how, and I don't know in which file (main.java?)
