WebObjects install can't find JDK

I'm trying to reinstall WebObjects on a Windows XP machine with a lot of
other junk on it, and I'm getting the following error:

"A Sun Java 1.3.1 or greater runtime environment is required to install
WebObjects version5.  After installing an appropriate JDK re-run this setup
program."

I just uninstalled all the Java SDKs I have on the machine, and re-installed
the latest J2SE JDK (1.4.2_05).  I tried setting JAVA_HOME, adding the JDK
to the PATH, etc.

Any suggestions?
