Yes, the described behavior is allowed. My mistake was creating the new EC too late. I forgot that a WOPopup relied on the relationship to populate a list. I had also forgotten to switch the variable in a fetch. The page was originally written to use the defaultEC, and I guess I missed a few things when changing it to a separate EC.

Sorry to bother everyone.
