You should be using Xcode instead of ProjectBuilder in MacOSX 10.3. You
will probably want to install the latest tools if you haven't already
done so. Xcode is now at version 1.5 so you may have to go back to ADC
and download it from there. Open a new project in Xcode and see if the
WebObject choices show up there.

BuilderWO application but it will not launch. The Project Builder app
does as do EO Modeller, Interface Builder, Web Objects Builder,
WebServicesAssistant, and WOALauncher.
Is this just a case that the tutorial is out-of date and I should be
using Web Objects Builder to do HelloWorld?
